On April 11 2024, in response to calls to recognize certain areas in Syria as safe enough for the return of refugees, the Syrian Observatory for Human Rights published a damning report: 489 civilians, including 60 women and 78 children, were killed in the first 3 months of 2024 on Syrian soil. In addition, 109 people were arbitrarily arrested and some faced ill-treatment and torture.
