Report: The Right to Life and the Duty to Investigate – Case Examples from Türkiye

Prepared within the scope of the project Empowering Civil Society to Fight Impunity, implemented collaboratively by EuroMed Rights, the Human Rights Association (İHD), and the Human Rights Joint Platform (İHOP), this report examines the obligations of the State arising from the right to life under the case-law of the European Court of Human Rights and the Turkish Constitutional Court, with a particular focus on the duty to conduct an effective investigation into suspicious deaths.

Drawing on ten monitored cases from Türkiye involving unnatural deaths occurring in various circumstances, the report evaluates State conduct against the full spectrum of procedural and substantive obligations flowing from the right to life. The case analysis identifies patterns of failure and measures the extent to which domestic investigations meet the standards required under international and constitutional law.

The report forms part of a broader effort to document and challenge impunity in Türkiye, and to equip civil society with the legal tools and evidentiary framework needed to hold authorities accountable.
