On 31 October, the Council of Europe Commissioner for Human Rights made public a letter sent the previous week to the President of the Republic of Cyprus expressing concern about the situation of migrants and asylum seekers stranded in the buffer zone between Cyprus and Turkey. The Commissioner also expressed concern about several reports of people being pushed back at sea, sometimes violently, without access to asylum procedures.
